Resident and Nonresident Definitions


A Florissant resident is someone who lives within the city limits and is listed on the occupancy permit. Note that city limits differ from Post Office boundaries—some addresses with a Florissant mailing address may not qualify. Check with Recreation Staff to confirm resident status and see details below on obtaining a resident card.

Why is a Resident Card Needed: 

A current Florissant resident card allows Florissant residents to do the following:
- Obtain a pavilion rental permit for one of our many parks.
- Register early for programs and classes (before nonresidents).
- Pay resident rates for admission to facilities, programs and classes.

A resident card is only needed if the individual will be using any of our facilities such as the Eagan Center, JFK, Koch Pool, Bangert Pool or the Ice Rink. A resident card will also be needed if a senior will be riding the Flert Bus. 

Nonresidents wishing to purchase a daily facility pass must have a nonresident identification card which will be held at the reception or fitness desk and returned upon their departure from the facility

How to Obtain a Resident Card

Resident/Nonresident cards can be made up to 30 minutes prior to facility closure at either JJE or JFK Community Centers

Everyone in the household, including all children receiving a card, must be listed on the occupancy permit. This will be looked up in our system by recreation staff. Paper copies of the occupancy permit will be accepted for 60 days from the date of original issue only. In addition, residents who rent their home must bring a photo ID and proof of residency. Residents who own their home and are listed on the occupancy as the owner and occupant only need to bring a photo ID. See below for proof of residency requirements:

15 YR and under must be accompanied by a parent of legal guardian as proof of residency.

  • Utility bill showing service address that matches resident address. Electronic copies will be accepted. Must be dated within 30 days of current date.
  • Paycheck stub - mailed or electronic, mailed bank statement, monthly business statement (cell phone, credit card, etc). Must be dated within 30 days of current date.

If the patron will be paying the daily fee when receiving their card there will be no additional fee for the card.

Resident/nonresident cards are valid for two years from the date of purchase. If your card is lost during this time and you need a replacement, a $5 fee for all ages will apply for each replacement card. 

Florissant Business Owners

The owner of any business located within the city limits, along with immediate family members living in their household, shall be deemed a resident and therefore eligible to receive a resident card. This applies to the individual listed on the business license only. To obtain a resident card as a business owner in the city, you must visit the JJE Center or JFK Community Center with a photo ID. You will only be issued a card upon verification of your business ownership and current business license through the Finance Department. This verification can only be done M - F 8:00A - 5:00P. It may take up to two business days to verify.

All resident/nonresident cards are the property of the City of Florissant and must be shown or surrendered to city employees upon request.

Florissant Golden Age Passes

Any Florissant Resident 60 years of age and older is qualified to receive a Florissant Golden Age Pass (GAP) card. An acknowledgement on their Resident Card entitles the holder to receive a discounted rate on most programs and admission fees. It also allows them a special discount at some local businesses.

  • Inclement Weather Policy: The Ice Rink may close early due to weather conditions. No rain checks or refunds will be given.
  • Any person suspected of being under the influence of a controlled substance will not be allowed in the Rink area.  
  • Patrons are not permitted to bring food or drink into the facility. The Parks and Recreation Department reserves the right to check baggage if deemed appropriate.  
  • City is not responsible for lost or stolen articles.

    • Skate in a counter-clockwise direction
    • Wear gloves while skating
    • No food or refreshments on the ice
    • Singles or couples skating only
  • Figure skating is allowed in the center of the Ice Rink ONLY.
  • Management reserves the right to refuse admittance to or eject from the Ice Rink premises any person failing to comply with any staff and safety guidelines.
  • The paging of patrons at the Ice Rink will not be allowed. Please make prior communicative arrangements before entering the facility.
  • It is the patron's responsibility to read and obey all posted signs for safety purposes.
  • The James J. Eagan Center is a smoke-free environment.
  • A concession stand is open and refreshments are available during public skating sessions.

FITNESS CENTERS

Children 12 years and younger must be accompanied by an adult (age 18 and older) at all times while in City of Florissant facilities unless otherwise noted.

Gymnasium Hours:

Gymnasium hours vary. Please call 314-266-7335 and select extension 1 for JJE Center gymnasium and extension 2 for JFK Center gymnasium. You may also download the free app, Rainout Line, to see gymnasium hours. Hours are updated daily.

Gymnasium Capacity Policy:

Once the gymnasium has hit capacity, we will use a one in, one out rule to keep the gymnasium at capacity. Those wishing to enter will need to sign a waitlist and will be given access in the order they arrive as others leave. 

Full Court Basketball:

In order to maximize the space in our gymnasium and serve as many guests as possible, full court play will only be allowed during the final hour of building operation on M/W/SU. Outside these times half court games will be allowed.

FITNESS CENTER POLICIES

  • The Florissant Parks and Recreation Department strongly encourages you to consult with your physician before beginning any new fitness routine.
  • A liability waiver must be signed and on file prior to using this facility. A parent or legal guardian must sign the release for children ages 13-18.
  • Children 12 and under are not permitted in the fitness center.
  • Children 13-15 must be accompanied by a parent, or approved guardian.
  • Proper exercise attire is required. A shirt is required at all times as well as rubber soled shoes. No jeans, cut-offs, sandals, or work boots are allowed.
  • Only sealable containers, such as water bottles, are permitted for beverages. Food is not permitted.
  • During crowded conditions, there is a 30-minute time limit on cardio equipment. Reserve your time on the cardio equipment by using the sign on sheet located at the equipment.
  • The Recreation Staff strongly recommend the use of a spotter when weight lifting.
  • Return all weights and dumbbells to the racks after use.
  • Weight lifting chalk is prohibited.
  • Be courteous to the next user, wipe equipment off when done.
  • Use collars when working with free weights. Do not drop weights.
  • Personal radio are allowed only with headphones.
  • Contact a Recreation Staff member to have a television channel changed.
  • Report any equipment problems to the Recreation Staff.
  • The City of Florissant is not responsible for lost or stolen articles; leave bags and personal belongings in a locker.
  • Follow all Recreation Staff Directives.

  • Smoking is prohibited. Diving is prohibited except where designated.
  • Children 8 years and younger must be supervised at all times by a person at least 18 years of age. Children 12 and under must be accompanied by a paying adult during the duration of their stay.
  • A 48" minimum height requirement must be met to ride the large slides at Bangert and JJE Indoor Pools.
  • Appropriate swim attire ONLY. No cutoffs, thongs, gym shorts or t-shirts. Those that need to wear shirts over their suits must wear proper swim designed shirts. Zippered suits are not allowed on any of the slides. Proper swim suits for boys will have a lining.
  • City is not responsible for lost or stolen articles.
  • Management reserves the right to refuse admittance to or eject from the pool premises any person failing to comply with health and safety guidelines.
  • The paging of patrons at the pools will not be allowed. Please make prior communicative arrangements before entering the center.
  • It is the patron's responsibility to read and obey all posted signs for safety purposes.
  • Locker rentals are available.
  • If patrons need to leave the facility for any reason and wish to return that same day, before exiting, have your hand stamped for re-entry.

 Practice Permits

The City of Florissant offers varies fields for practice permits located at St. Ferdinand Park, Koch Park, and Dunegant Park. Allowing for baseball, softball, soccer, and football. Returning  permit holders will have the opportunity to obtain the same field (day and time) for the current season. (Exception is if your field will be taken out of rotation for games or maintenance)

Returning Spring permit holders can apply the second Monday of February. Returning Fall permit holders can apply the second Monday of February.

The practice permit is good for one practice field two times a week (up to 4 hours).

Practice times for fields with lights will be broken up into 5-7pm and 7-9pm slots.

Get Acquainted With Florissant Parks

The City, through its Parks and Recreation Department, offers 20 parks comprising almost 400 acres, a variety of recreation facilities, including two community centers, two aquatic centers, an 18-hole public golf course, a covered ice rink and many other recreation programs and services to the residents of Florissant.  

There are fifteen pavilions available for reservation by residents only. Pavilions may be reserved beginning the first business day in January of each year with at least a two-week advance reservation required. Pavilions may be reserved by telephone or in-person at either the JJE Center or JFK Community Center. Pavilion fees are non-refundable.


Effective 9/29/2020 the new park hours are:

Dawn until  8 p.m. or ½ hour after the last scheduled game

With the exception of Tower Court Park Dawn until 10 p.m.

The only domesticated animals allowed in the parks are dogs and cats, which must be on a leash no longer than six feet.

Rental Policies 

  • Age Requirement: All rental applicants (the "Tenant") must be at least 21 years old.
  • Compliance: Tenants agree to follow all relevant local ordinances, rules, regulations, and any directives issued by the Community Center staff during the rental period.
  • rental must end at the designated time. No additional time will be provided for set-up or clean-up. Failure to adhere to the rental schedule will result in forfeiture of part or all of the deposit:

                              30 minutes or less: One hour’s rental charge will apply.

                              31 minutes or more: The entire deposit will be forfeited.

                             Over one hour: The tenant’s future ability to rent any room or pavilion may be revoked.

  • A deposit is required at the time of booking.
  •       All rental-related details will only be discussed with the Tenant listed on the rental contract to avoid miscommunication.
  •       Changes to permit: any changes to original contract MUST be requested in writing 7 days prior to the event day and will require approval before confirmed.
  •       Cancellations for Meeting Rooms: Cancellations MUST be submitted in writing 30 days prior to the event, and will incur a $25 cancellation fee. Cancellations less than 30 days before the event will result in forfeiture of rental fees and the $25 cancellation fee.
  •     Cancellations for Venues (Gymnasium/Nature Lodge/ Fleur de Lis room): 6 months before rental will result in forfeiture of 25% of the deposit. 3 to 6 months before rental will result in forfeiture of 50% of the deposit. Cancellations less than 3 months to 45 days prior to rental will result in forfeiture of deposit. Anything less than 45 days will result in forfeiture of all rental fees.
  • No animals allowed except service animals.
  •      Payment: Full payment is due at least 30 days in advance for meeting rooms, and 45 days for venue rentals. Failure to pay on time will result in forfeiture of the deposit.
  • Refunds: Deposits will be returned within 14 business days. Refunds will be processed to the original payment method (credit cards) or via check (for cash/check payments).
  • Returned Checks: A $25 fee will be charged for any checks returned due to insufficient funds.
  • Smoking Policy: Smoking, including but not limited to cigarettes, cigars, pipes, hookahs, and electronic smoking devices, is prohibited inside and within 20 feet of all facilities.

Tenant Responsibilities:

·         In/Check-Out: The Tenant must check in and check out at the front desk with a Ranger or Supervisor, and provide a valid photo ID.

·         On-Site Supervision: The Tenant must remain on-site during the rental and is responsible for the conduct of their guests.

·         Room occupancy is subject to fire code limits. Overcrowding may result in cancellation of the event and forfeiture of the deposit.

·         Facility Access: Guests must enter through the main entrance. While the facility may remain open to the public during rentals, renters are expected to limit their guests to the rented room or designated area. Other public areas are not included in the rental.

·         Music Policy: Live music and amplified sound systems are not permitted in meeting rooms. Only soft background music is allowed. Live music and amplified sounds may be permitted at the Nature Lodge with director approval.

·         Damage & Cleanup: Renters are responsible for any damages to the facility, including damages resulting from moving tables or furniture.

·         Renters must adhere to pre-determined room set-ups and are prohibited from making alterations the day of the event.

·         The room must be returned to its original condition, including proper disposal of trash, removal of decorations, and addressing any spills or messes.

·         All trash is in proper waste containers.

Any damage to the facility and surrounding area will result in forfeiture of the deposit as deemed necessary by facility supervisors. If the damages exceed the deposit the renter may be charged additionally. 

Prohibited Items and Actions: 

·         Alcohol: Consumption of alcohol is permitted only by those 21 years of age or older. Underage drinking is strictly prohibited.

·         Decorations: Signs may not be posted outside or within the rental room. Decorations must be contained within the rented space and cannot extend into hallways.

·         Prohibited Items: Confetti, glitter, confetti balloons, silly string, live candles (except on birthday cakes), scotch/duct/command strips, and any adhesive are prohibited other than painter's tape.

·         Free-Standing Decorations: Must be pre-approved by the Director of Parks and Recreation at the time of reservation.

  •    Staff Set-Up: The event’s set-up must follow the prescribed layout, and changes to staff-set arrangements are not permitted.

Join us in 2024 at Saint Ferdinand Park as we "Light the Darkness" for suicide prevention awareness. Choose between a 5K and 1 Mile course that runners and walkers of all ages can enjoy! All participants will receive a custom event t-shirt and also be given a one-of-a-kind finishers medal as they cross the finish line. Additional glow items will be for sale, and we encourage participants to get creative and have fun with this exciting theme. Registration can be done online, or by visiting the JFK or James J. Eagan Community Centers and completing a registration form. Fees are $25 until August 29th, 2024 then $30 through race day. Packet pick-up will occur at the James J Eagan Center (JJE Center) at 1 James J Eagan Drive Florissant, MO 63034 on Wednesday, September 18th from 5P-7:30P and Thursday, September 19th from 9A-7:30P. Day of packet pick-up will occur at Saint Ferdinand Park at Pavilion 4 (back of the park by sand volleyball courts) from 5:00P-7:00P.  

100% of the net proceeds will be donated to two local mental health and suicide prevention organizations to help fund outreach programs in our local schools including the American Foundation for Suicide Prevention and CHADS Coalition for Mental Health.v

Come out early and enjoy our free Family Fun Fair. The Fun Fair is open to everyone regardless of participation in the Glow Run. This includes raffles, 50/50, glow item sales, exhibitors, inflatables, and more! Food vendors will also be present and will be donating a percentage of their sales back to the organizations. Some activities will be free and some will carry a small fee. Activities start at 5:00 PM by pavilion 4.

Softball Tournament
The annual Suicide Prevention Awareness Softball Tournament takes place Saturday, September 13th, 2024 with games beginning at 9:00A at Saint Ferdinand Park. Teams can begin registering at the JFK or James J. Eagan Centers beginning July 1st, 2024. Teams are accepted on a first-come, first-served basis. The Gardeners of Florissant is a nonprofit organization committed to protecting and beautifying the environment and sharing our knowledge with others

The City's Building Division enforces all building and zoning code issues of existing properties, redevelopment, new, and remodeling construction projects within the City, issues construction permits and occupancy permits and performs all related plan review and inspection for both residential and commercial projects. F.L.E.R.T. BUS (Florissant Local Elderly Resident Transportation)

FREE bus transportation is available for curb to curb transportation anywhere within the City Limits of Florissant for Senior residents, Monday through Friday from 8:30 am until 4:00 pm, and limited use on weekends. Appointments may be scheduled Monday through Friday by calling 314-839-1776, between the hours of 8:30 am and 12:00 pm. Reservations are required 24 hours in advance for regular trips. Medical appointments are accepted three to five working days in advance. City sponsored parties, flu shots, tax appointments and the Mayor's Town Hall meeting are accepted three to five working days in advance. A wheelchair accessible bus is also available for Senior Citizens if needed.

The Florissant Police Department is proud to offer a number of services that will benefit the community as a whole.


The City of Florissant has partnered with OpenGov and is excited to announce our transition from a paper-based bid solicitation process to a fully automated, web-based electronic bidding and vendor management system. Below are the bids and proposals currently being solicited and the corresponding closing dates for each.  Our new e-Procurement Portal will allow interested parties to do the following:
  • Register to bid and receive notifications of future opportunities in the e-Procurement Portal by selecting Subscribe to create an account.
  • Follow updates to existing solicitations by finding the solicitation and clicking the Follow button. This will allow all interested parties to receive amendments and addenda automatically.
  • Submit questions and receive answers for open solicitations.
  • Guide vendors through the process of responding electronically to RFPs, bids, etc. to ensure submissions have been accurately completed.
  • Ultimately, be your one location for all bid opportunities issued by the City of Florissant.

•    DISCOUNTED TRASH SERVICE:  Florissant Residents 60 years of age or older may be eligible for a substantial discount on their trash bill.  
Call Gateway Disposal at (314-900-2070) to see if you qualify.  


•    RECREATION DISCOUNT:  Any Florissant Resident 60 years of age and older is qualified to receive applicable Senior Discounts with their City of Florissant Resident Card.  This card entitles the holder to receive a discounted rate on most programs and admission fees in our Parks and Recreation Department. The City's Engineering Division is responsible for assuring the quality of the City's infrastructure which includes all bridges, roads, sanitary and storm sewers, along with state and county highway projects through design and construction.  Related programs consist of administering the Residential Sanitary Sewer Lateral Insurance Program and the Sidewalk Trip Hazard Removal Program, regulation of properties within the City's floodplain and underground fuel storage facilities, conducting reviews and monitoring of new and existing subdivisions, various City Hall improvement projects, applying for various federal and state grants, in addition to, working closely with the Mayor, Economic Development Director, and the Building Division on all new developments in the City.  Additionally, the Engineering Division maintains the City's Geographic Information System (GIS), all City maps, information on all City-owned buildings and structures, monitors and regulates all public right-of-ways and adheres to the residents inquires on various engineering issues.

How do I post bond for someone who has been arrested?

  • If you wish to post a bond for some being held at the Florissant Police Department on a Florissant municipal charge, you will need your identification as the surety, and either cash or a money order in the amount of the bond. We cannot accept personal checks for bond.

How do I obtain a record check.

  • Because the Florissant Police Department is only allowed to release information about arrests or conviction on cases originating in Florissant, you must request area wide record checks from the St. Louis County Police Department by appearing in person at 7900 Forsyth Blvd., Clayton, MO.

How do I obtain an order of protection?

You can seek a court order of protection against the person who is abusing your or a dependent child if the following conditions are met:

  • Both you and the accused must be:
    • At least 18 years of age, unless you are married and living apart from your parents; and
    • If not married or living together, have a child in common;
    • Living together in the same dwelling, or previously lived together in the same dwelling (even if only for a short time).
    • Are related by blood or marriage
  • The accused has intentionally injured your; attempted to physically injure you; place you in fear of immediate physical injury; or committed coercion, harassment, sexual assault, or unlawful imprisonment or stalked you.

What time is curfew for juveniles?

  • Juveniles under age of 17 are not allowed to be out between the hours on 11:00 pm and 5:00 am Sunday through Thursday, and between midnight and 5:00 am on Friday and Saturday nights.

What is neighborhood watch?

  • Neighborhood Watch instills a greater sense of security and well being by bringing law enforcement and the community together as a team. The program provides citizens the techniques to reduce the risk of being victimized by improving home security and recognizing suspicious activities. Over 5,000 Florissant residents are active Neighborhood Watch participants.

Don't you have better things to do than write speeding tickets?

  • As a matter of fact, traffic related complaints, including speeding, are year after year the number one complaint of Florissant residents. In response to these complaints the department conducts traffic related educational programs, produces media alerts about the problems, employs two radar display trailers to educate motorists about their driving habits, and as a last resort we do write about 15,000 citations annually.

I received a telephone solicitation from a caller representing the police. Was the caller legitimate?

  • The Florissant Police Department does not solicit contributions for the department or it's officers and we do not condone this activity. However, various police officer and police chief associations across the state do solicit in this fashion. We believe that if you wish to make a donation to benefit law enforcement you find a more direct method that results in the organization reaping the benefits instead of the operator who may get more than half of the contribution as a fee for the fundraising.

Thanks to the Florissant Police Dept. and members of AARP, Senior Citizens have the opportunity of participating in a wonderful program that focuses on some of the bad habits mature drivers fall into over the years. Many automobile insurance companies will give discounted rates to those individuals who successfully complete this program. AARP charges a small fee for this eight-hour program which is held on two consecutive days at the Florissant Police Department located at 1700 North Highway 67. Call 314-831-7000 for more information.
