The City of Florissant’s Engineering Division is responsible for management of the SFHA (Special Flood Hazard Area), commonly known as the “100-year floodplain” or just the “floodplain”.  The City Engineer’s office can provide residents information on flood risk, historical flooding, and available resources.  If you have questions or concerns about flooding on your property, contact the City Engineer’s office for assistance.  Below is additional information about key elements of floodplain management, as well as some helpful links.

Risk (Know your flood zone)

Is your property in a flood zone?  If you are not sure what your flood risk is, you cannot take appropriate measures to protect yourself and your property.  Contact the City Engineer for information about your flood risk.  You can also look up your property at the FEMA link below.

Insurance (Insure your property against flood hazard)

Do you know that most homeowner’s insurance policies do not cover flood damage?  Contact your insurance agent for information about flood insurance.

Safety (Protect people from flood hazards)

Did you know that it only takes 6 inches of fast-moving water to knock over and carry away an adult?  It only takes 12 inches of water to carry away a small car; 18-24 inches can carry away most large SUVs, vans and trucks!  Do not underestimate the power of water.  If you find yourself in a situation where your path is covered by moving flood waters, it is always best to not enter the water and find a different route.  Remember the phrase – TURN AROUND, DON’T DROWN!

Property (Protect your property from flood hazard)

You can protect your property in case of a flood by following these tips:

  • Keep important documents in a waterproof container
  • Move valuable items to higher locations, on a shelf or the top floor of your structure
  • Declutter drains, swales, and gutters. If the water cannot take the intended path to move away from your property because it is blocked with debris, it will find another path, and that may be into your home or business
  • Consider investing in a sump pump with a backup battery
  • OBTAIN FLOOD INSURANCE

Construction (Build responsibly)

Did you know that you need a Floodplain Development Permit for ANY DEVELOPMENT in the floodplain?  Development is any manmade change, and includes:

  • Filling and grading
  • Outbuildings
  • Paving
  • Excavation
  • Storage
  • Fencing
  • Landscaping or gardening
  • Basically, anything a human does to add or change the property in the floodplain

Environment (Protect natural floodplain functions)

Keep yard debris away from stream banks and out of streams and ditches.  Dumping:

  • Contributes to flooding
  • Harms wildlife
  • Hurts property values
  • IS ILLEGAL

Report illegal dumping to the City of Florissant Engineering Division
