Rental Policies 

    Eligibility & Responsibilities of the Tenant:

    Age Requirement: All rental applicants (the "Tenant") must be at least 21 years old and are responsible for the rental fee & security deposit and any damages incurred in the room.

    Compliance: Tenants agree to follow all relevant local ordinances, rules, regulations, and any directives issued by the Community Center staff during the rental period.

    NO animals allowed except for Service Animals.

    Rental Time and Clean up:

    Rooms and Venues may be rented Sunday-Saturday at both locations. Hours are 10AM-12AM with the exception of Sunday which is 11AM-12AM, depending on availability. All rental times must fall within those hours. The rental must end at the designated time on your contract. No additional time will be provided for set-up or clean-up. Failure to adhere to the rental schedule will result in forfeiture of part or all of the deposit:

    • 30 minutes or less: One hour’s rental charge will apply.
    • 31 minutes or more: The entire deposit will be forfeited.
    • Over one hour: The tenant’s future ability to rent any room or pavilion may be revoked

    General Rental Policies:

    • A deposit is required at the time of booking.
    • All rental-related details will only be discussed with the Tenant listed on the rental contract to avoid miscommunication. If necessary, up to two additional people may be named to discuss details with, such as a decorator.
    • Changes to permit: Any changes to original contract MUST be requested in writing at least 30 days prior to the day of the event and will require approval before being confirmed.
    • Room Set-Up: Staff is not permitted to make any major changes to the room set-up on the day of the event. Room set-ups are due at least 7 days before the date of the rental. If no set-up is given by the Tenant, the standard room set-up will apply. Tenants must adhere to pre-determined room set-ups provided and are prohibited from making alterations the day of the event. 
    • Cancellations for Meeting Rooms: Cancellations MUST be submitted in writing 30 days prior to the event and will incur a $25 cancellation fee from the deposit. Cancellations less than 30 days before the event will result in forfeiture of rental fees and the $25 cancellation fee from the deposit.
    • Cancellations for Venues (Gymnasium/Nature Lodge/ Fleur de Lis room): 6 months before rental will result in forfeiture of 25% of the deposit. 3 to 6 months before rental will result in forfeiture of 50% of the deposit. Cancellations of less than 3 months to 45 days prior to rental will result in forfeiture of deposit. Any cancellation of less than 45 days will result in forfeiture of all rental fees.
    • Payment: Full payment is due at least 30 days in advance for meeting rooms, and 45 days for venue rentals. If renting a meeting room less than 30 days before your rental date, full payment of the deposit and all rental fees are due at the time of booking. Failure to pay on time will result in forfeiture of the deposit.
    • The City of Florissant is not responsible for any items lost or left behind at the facility after your rental. Please ensure that you have all of your belongings with you upon exit.
    • Any advertisement for any event at the Centers must be submitted for approval by the Director of Parks and Recreation. Phone number of the Centers may NOT be used in advertisement.

    Refunds: Deposits will be returned within 14 business days. All refunds will be processed as a credit card refund if the deposit was made with a credit card, otherwise the refund will come in the form of a check. The check will be made out to the name of the person on the rental contract. Checks cannot be issued to a third party. Checks will be mailed to the address that is on the rental contract.  

    Returned Checks: A $25 fee will be charged for any checks returned due to insufficient funds. 

    Tenant Responsibilities:

    • Check-In/Check-Out: The Tenant or other pre-authorized person must check in and check out at the front desk with a Ranger or Supervisor, and provide a valid photo ID. Only those who are named on the contract may check in prior to rental. No one else will be allowed to enter the space until the Tenant or other pre-authorized person previously named arrives.
    • On-Site Supervision: The Tenant must remain on-site during the rental and is responsible for the conduct of their guests.
    • Room Occupancy: The number of guests you may have at your event is subject to fire code limits. Overcrowding may result in cancellation of the event and forfeiture of the deposit.
    • Facility Access: Guests must enter/exit through the main entrance. All other doors are for emergency exit only. While the facility may remain open to the public during rentals, Tenants are expected to limit their guests to the rented room or designated area. Other public areas are not included in the rental. Use of other areas of the facility is subject to any daily fees as required by that area.
    • Music Policy: Live music, DJs, and amplified sound systems are not permitted in meeting rooms. This is ONLY allowed in Celebration Hall or the JJE Gym. Only soft background music is allowed.
    • Smoking Policy: Smoking, including but not limited to cigarettes, cigars, pipes, hookahs, and electronic smoking devices, is prohibited inside all City buildings and within 20 feet of all facilities. Smoke or fog machines are prohibited inside of the Facility. There is NO marijuana smoking tolerated on the premises.
    • Decorations: Table Decorations Only. Do not use tape, putty, pins, nails, command strips, etc. on walls or windows. Nothing may be attached to the ceilings or floors. Signs may not be posted outside the Center or rental room. Decorations must be contained within the rental space and cannot extend into hallways or any common space within the building. Confetti, glitter, sequins, table scatter, confetti balloons, silly string, Balloon Shine spray, open flames (except on cakes or Sterno burners), ball pits, inflatables are strictly prohibited. Use of these items will result in forfeiture of your deposit. Any free-standing decoration aside from a balloon arch, banner, or backdrop must be approved by the Center Director at the time of rental. It is the responsibility of the Tenant to bring any supplies needed (i.e. scissors, pens, tape, extension cords, chargers, etc.). The Center’s staff are not to be contacted for use of these items.
    • Alcohol policy: Legal drinking age in Missouri is 21 years old. Any person who supplies intoxicating liquor or non-intoxicating beer to anyone under the age of 21 will have the authorities contacted on them. All alcohol beverages must remain in your rental room. Do not take beverages into lobby, restrooms, or parking lot. At no time is it permissible for the Tenant, caterers, or vendors to sell alcoholic beverages.
    • Sale of Merchandise: Sales or exchange of money for goods and/or services is not allowed on City property. Gambling is also prohibited. Fundraisers MUST get permission from the Director before rental.
    • Cleanup: Tenant is responsible for cleanup of room: The room must be returned to its original condition. Tenants are responsible for clearing off tables, wipe down counter, sink, and kitchenette area (if applicable), wipe up any spills, pick up any trash, etc. All trash must be in proper waste containers. Cleanup must be completed and room vacated by all guests, your vendors and yourself by time on contract. Late checkout due to cleanup can also result in loss of part or all of deposit.

    Any damage or excessive cleanup to the facility and surrounding area will result in forfeiture of the deposit as deemed necessary by facility supervisors. If the damages exceed the deposit the Tenant may be charged additionally.
