Sec. 240.010: Establishment
There is hereby created within and for the City of Florissant an Emergency Management Organization to be known as the Florissant Emergency Management Organization, which is responsible for the preparation and implementation of emergency functions required to prevent injury and minimize and repair damage due to disaster, to include emergency management of resources and administration of such economic controls as may be needed to provide for the welfare of the people, and emergency activities (excluding functions for which military forces are primarily responsible) in accordance with Chapter 44, RSMo., and supplements thereto, and the Missouri Emergency Operations Plan adopted thereunder.
Sec. 240.020: Composition of membership.
The Emergency Management Commission shall consist of:
(a) A director who shall be appointed by the Mayor, in accordance with Chapter 44, R.S.Mo., and shall have the responsibility set forth below;Sec. 240.030: Functions.
(b) Nine (9) persons, one (1) from each of the City's (9) nine wards, who are residents of the City and who are appointed by the Mayor with the approval of the City Council. The terms of such members shall be three (3) years and the members shall serve until their successors have been duly appointed and qualified; and
(c) The Chief of Police and the Fire Chief of the Florissant Valley Fire Protection District shall also be members of the Emergency Management Commission.
The organization shall perform emergency management functions within the City of Florissant and may conduct these functions outside the territorial limits as directed by the Governor during the time of emergency pursuant to the provisions of Chapter 44, RSMo., and supplements thereto.
TERM OF OFFICE: Three (3) years
Sec. 2-202. Duties generally, annual report required. It shall be the duty of the senior citizens commission to coordinate all programs conducted by the city for senior citizens and to make recommendations to the mayor and council concerning any programs or changes in existing programs as it deems appropriate for the senior citizens of the city. The commission shall make an annual report to the mayor and city council concerning its activities.
Sec. 2-203. Organization. The senior citizens commission shall elect its own chairman and vice-chairman who shall serve one-year terms. The commission may adopt from time to time such rules and regulations as it deems necessary to carry into effect its responsibilities.
Sec. 2-204. Expenses. The payment and processing of expenses shall be in accordance with the regulations of the city concerning the payment of reasonable and necessary expenses to other boards and commissions of the city.

The City of Florissant opted to become a "Cool City." By this designation, we are joining with cities across the nation to address global warming created in part by carbon emissions. We on the Environmental Quality Commission (EQC) are committed to assessing, addressing and reducing carbon emissions by increasing awareness and energy efficiency throughout our city. This means partnering with government, public and private sectors to champion this important GLOBAL issue.
The Environmental Quality Commission is pledging:
- To raise awareness via educational broadcasts, the city website and articles in the Florissant Focus to provide information about global warming trends and to help residents make a difference reducing carbon dioxide (CO2);
- To continue to set an example in City Hall by improving energy usage practices as outlined by the city-wide carbon audit done in 2009-10; by encouraging energy efficient "green building" permits, incentives for hybrid fleets, and environmental protection legislation;
- To expand recycling efforts begun with unistream recycling program in 2009 by including annual electronic recycling events and working to include condominium and businesses;
- To partner with the businesses about improving energy efficiency that leads to a greener community at large.

1. [Established:] A board of adjustment is hereby established. The word `board," when used in this section, shall be construed to mean the board of adjustment. The board shall consist of five (5) members who shall be freeholders appointed by the city council. The term of office of the members of the board of adjustment shall be for five (5) years, excepting that the present board members shall serve respectively for terms of which they have been appointed; upon expiration of term of each respective member, his successor shall be appointed for a term of five (5) years. Vacancies shall be filled for the unexpired term only. Members shall be removed for cause by the city council upon written charges and after public hearing. The board shall elect its own chairman and vice-chairman who shall serve for one year. The board shall adopt from time to time such rules and regulations as it may deem necessary to carry into effect the provisions of this ordinance, including rule that appellant must deposit with his appeal a sum sufficient to cover cost of notice or publication and any other costs which may be incurred by such appeal. Three (3) alternate members may be appointed to serve in the absence of or the disqualification of the regular members.
2. Meetings: Meetings of the board shall be held at the call of the chairman and at such other times as the board may determine. Such chairman, or in his absence, the acting chairman, may administer oaths and compel the attendance of witnesses. All meetings of the board shall be open to the public. The board shall keep minutes of its proceedings, showing the vote of each member upon each question, or, if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the office of the board and shall be a public record. All testimony, objections thereto, and rulings thereon shall be taken down by a reporter employed by the board for the purpose, when requested by appellant who shall be liable for payment of such services and who has made a sufficient deposit to cover such cost.
3. Appeals: Appeals to the board may be taken by any person aggrieved or by any officer, department, board, or bureau of the City of Florissant affected by any decision of the building commissioner or any other city official who issues permits, except on matters of interpretation of the official building code adopted by the city. Such appeals shall be administered as outlined in the building code. Under this ordinance no such appeal lies from a decision of the city council. Such appeal shall be taken within a reasonable time, as shall be prescribed by the board by general rule, by filing with the building commissioner or city officer against whose ruling appeal is taken, and with the board a notice of appeal specifying the grounds thereof. A fee in accordance with the schedule provided by board regulation shall be paid by the appellant. The building commissioner or other city officer shall forthwith transmit to the board all the papers constituting the record upon which the action is appealed from. An appeal stays all proceedings in furtherance of the action appealed from unless the building commissioner or city officer certifies to the board after the notice of appeal shall have been filed with him that, by reason of fact stated in the certificate, a stay would, in his opinion, cause imminent peril to life or property. In such case, proceedings shall not be stayed otherwise than by a restraining order which may be granted by the board or by a court of record on application of notice to the building commissioner and on due cause shown.

5. [Time for hearings on appeal:] The board shall fix a reasonable time for the hearing of the appeal or application, give public notice thereof as well as due notice to the parties in interest, and decide the same within a reasonable time. Upon the hearing, any party may appear in person or by agent or by attorney.
6. Jurisdiction: The board shall have the following duties and powers: (1) To hear and decide appeals where it is alleged there is error in any order, requirement, decision or determination made by the building commissioner or other city officer in the enforcement of this ordinance. (2) To adopt from time to time such rules and regulations as may be deemed necessary to carry into effect the provisions of this ordinance, including rule to deposit costs as above provided. (3) To interpret the provisions of this ordinance in such a way as to carry out the intent and purpose of the plan, as shown upon the map indicating the several districts accompanying and made a part of this ordinance, where the street layout actually on the ground varies from the street layout as shown on the map aforesaid. (4) To vary, modify or adapt the strict application of any of the requirements of this ordinance in the case of exceptionally irregular, narrow, shallow or steep lots, or other exceptional physical conditions, whereby such strict application would result in practical difficulty or unnecessary hardship that would deprive the owner of the reasonable use of the land or building involved, but in no other case. In granting any variance, the board of appeals shall prescribe any conditions that it deems to be necessary or desirable. However, no variance in the strict application of any provision of this ordinance shall be granted by the board of appeals unless it finds: a.That there are special circumstances or conditions fully described in the findings, applying to the land or building for which the variance is sought, which circumstances or conditions are peculiar to such land or buildings and do not apply generally to land or buildings in the neighborhood, and that said circumstances or conditions are such that the strict application of the provisions of this ordinance would deprive the applicant of the reasonable use of such land or building. b.That, for reasons fully set forth in the findings, the granting of the variance is necessary for the reasonable use of the land or building and that the variance as granted by the board is the minimum variance that will accomplish this purpose. C.That the granting of the variance will be in harmony with the general purpose and intent of this ordinance and will not be injurious to the neighborhood or otherwise detrimental to the public welfare. In addition to considering the character and use of adjoining buildings and those in the vicinity, the board in determining its findings, shall take into account the `number of persons residing or working in such buildings or upon land and traffic conditions in the vicinity.

Sec. 245.190. Established; designated park board.
There is hereby established a Park and Recreation Advisory Board which shall consist of nine (9) citizen members, all of whom shall be appointed by the City Council. Members appointed to the Board shall have been residents of the City for at least two (2) years immediately prior to their appointments.
Sec. 245.195. Term, compensation, removal, vacancies of members.
The members of the Park and Recreation Advisory Board shall be appointed by staggered terms of three (3) years. The members of the Board shall receive no compensation for their services as such. The Council may remove any member of the Board for misconduct or neglect of duty. Vacancies on the Board occasioned by removal, resignation or for any other cause shall be filled by the remainder of the term in like manner in the case of the original appointment.
Sec. 245.200. Officers; rules.
The Park and Recreation Advisory Board shall hold its annual meeting in the month of January. The Board shall meet and organize by the election of one (1) of its members as President and by the election of such other officers as it may deem necessary. The Board shall make and adopt such rules and regulations for its own guidance and proceedings as may be expedient, not inconsistent with the Charter or the provisions of this Code.
Sec. 245.205. Duties.
Subject to the provisions of Section 5.6 of the Florissant City Charter, the Park and Recreation Advisory Board may:
1) Survey and make plans for the maintenance of an adequate system of parks and recreation facilities and activities and for the enlargement, improvement or acquisition of parks or recreational areas and activities and make recommendations therefor;
2) Recommend rules and regulations for the administration of the activities of the Parks and Recreation Department.
3) Advise the Council and the Director of Parks and Recreation on problems concerning the administration of the parks;
4) Make any investigation which it may consider desirable with reference to the administration of the Parks and Recreation Department and report its findings, conclusion and recommendations to the Council and the Director of Parks and Recreation.
5) Review that portion of the annual budget of the City pertaining to the Parks and Recreation Department and make recommendations thereon directly to the Mayor and the Council;
6) Recommend fee schedules to be published by the Director of Parks and Recreation for permits and fee programs conducted or operated by the Department of Parks and Recreation;
7) Perform such other duties with reference to the administration of the Department of Parks and Recreation, not inconsistent with the Charter, as may be provided by ordinance.

Sec. 10.3. Personnel commission-Generally. There shall be a personnel commission composed of nine (9) members, one (1) from each - ward, appointed by the council. Each member shall be a registered voter of the city and shall have resided therein for at least two (2) years immediately prior to his appointment. The members of the commission shall be persons in sympathy with the application of merit principles to public employment. No member of the commission shall be a member of any local, state or national committee of a political party or any elected officer of any partisan political club or organization. The members of the commission during their terms thereon shall hold no other public office or employment in the city and shall not hold or be a candidate for any political office. Appointment to the commission shall require approval of seven (7) council members. The members of the commission shall be appointed for terms of four (4) years, except that of the members first appointed, one (1) shall be appointed for a term of one (1) year, one (1) for a term of two (2) years, two (2) for a term of three (3) years and one (1) for a term of four (4) years. Vacancies for the balance of the term shall be filled as provided for original appointment. Members of the personnel commission may be removed upon the affirmative vote of seven (7) members of the council, for cause, upon notice and written charges and after opportunity for public hearing is given, no less than ten (10) days after notice to the person so charged. At such hearing the person so charged may be represented by counsel and may present evidence in his behalf. The mayor may attend meetings of the commission and may have a voice but no vote in its proceedings. Actions of the commission shall be taken only upon the affirmative vote of a majority of the members of the commission.
Sec. 10.4. Same-Powers and duties. It shall be the duty of the personnel commission to: (1) Recommend to the council, on or before July 1, 1964, proposed ordinances on the matters specified in section 10.2 herein. (2) Advise the mayor and council on problems concerning personnel administration. (3) Make any investigation which it deems desirable concerning the system of personnel administration in the city and make a report to the mayor and council at least once each year of its findings and recommendations. (4) Hear and determine the appeals of all persons in the classified service from all actions of department heads or other duly authorized supervisory personnel relating to the discharge, suspension, disciplining or otherwise penalizing of such persons, who shall have the right to be represented by counsel. (5) Perform such other duties with reference to personnel administration, not inconsistent with this Charter, as the council may prescribe by ordinance.

Sec. 2-236. Established. There is hereby established a citizen participation committee of the city.
Sec. 2-237. Membership; term. The citizen participation committee shall consist of eighteen (18) members with at least one (1) member from each ward and the remaining nine (9) members would be at large with not more than three (3) members from any one ward. All members shall be residents of the city. The term of each member shall be for one (1) year. Members presently serving from a ward with four (4) members may continue to be reappointed. (Ord. 6018,2/23/g)
Sec. 2-238. Organization; adoption of rules and regulations. (a) The citizen participation committee shall elect its own chairman, vice-chairman and secretary, who shall serve for a term of one year. (b) At any regularly scheduled meeting, the committee may adopt any rules and regulations it deems necessary to carry into effect the responsibilities set out in this division.
Sec. 2-239. Meetings; quorum. (a) The citizen participation committee shall meet at least once a month but shall be authorized to meet more frequently by a majority vote of the members present at a regularly scheduled meeting. (b) A quorum, for the purpose of making and adopting recommendations to be submitted to the council, shall consist of a majority plus one of the number of members appointed at any given time.
Sec. 2-240. Committee to act in advisory capacity only. No part of this division shall be construed as a delegation of legislative functions from the council, and such committee shall be advisory only. (Code 1980, 2-100)
Sec. 2-241. Duties and responsibilities. It shall be the duty of the citizen participation committee to review and make recommendations to the council for the spending of community development funds, to hold public hearings as the committee deems necessary to gather information from which recommendations concerning community development funds and their expenditures can be made to the council, and at least once each year to meet with the council as a whole to make their recommendations concerning the expenditure of community development funds. Additionally, the committee shall annually review and make recommendations regarding the city's capital improvement program and federal revenue sharing funds. The committee shall also be empowered to make recommendations to the council on any matter submitted to them for their consideration by the council as a whole at any regularly scheduled council meeting and shall submit their recommendations to the council after their study.
Sec. 2-242. Financing. The payment and processing of expenses shall be in accordance with the regulations of the city concerning the payment of reasonable and necessary expenses.

The City Council and the Mayor rely on the boards and commissions to consider issues, review applications, or generate new ideas that are sent through as recommendations. Those recommendations assist the Council and the Mayor in making well-informed decisions.

Sec. 2-161. Established, membership, terms. There is hereby established a Florissant Disability Awareness Commission of the city, which shall consist of nine (9) persons, residents of the city, who shall be appointed by the mayor, with the approval of the council. The terms of such members shall be three (3) years. Members shall serve until their successors have been duly appointed and qualified.
Sec. 2-162. Duties generally, annual report required. It shall be the duty of the Florissant Disability Awareness Commission to coordinate all programs conducted by the City for citizens with disabilities and to make recommendations to the Mayor and Council concerning any programs or changes in existing programs as it deems appropriate for the citizens of the City who have disabilities. The Commission shall make an annual report to the Mayor and City Council concerning its activities.
Sec. 2-163. Organization. The Florissant Disability Awareness Commission shall elect its own chairman and vice-chairman, who shall serve one-year terms. The commission may adopt from time to time such rules and regulations as it deems necessary to carry into effect its responsibilities.

Sec. S-153. Minimum building standards board of appeals established; members; terms; jurisdiction. (a) The minimum building standards board of appeals shall consist of five (5) members, all of whom shall be residents of the city and appointed by the city council. The term of office of the members of the board shall be three (3) years, and those presently in office shall serve the remaining time of their particular appointment. Vacancies shall be filled for the unexpired term only. The board shall elect its own chairman and secretary, who shall serve for one year. The board shall adopt from time to time such rules and regulations as it may deem necessary to carry into effect the provisions of this article. (b) In addition to the duties of the board as provided in section 5-147, the board shall have the jurisdiction to: (1) Hear and decide appeals where it is alleged that there is error in any order, requirement, decision or determination made by the enforcement official; (2) Authorize a variance from the strict application of any provision of the minimum housing standards ordinance where a property owner can show that this would result in exceptional practical difficulties and particular hardship, if such relief can be granted without substantial detriment to the public welfare and without substantially impairing the general purpose and intent of this article. (c) Any person claiming to be aggrieved by any order, requirement, decision or determination made by the enforcement official hereunder, or seeking a variance from the provisions of this article shall have the right to appeal to the board. Such appeal shall be initiated within thirty (30) calendar days after receipt of notice of noncompliance. Upon the filing of a notice of appeal or request for variance, the enforcement official shall forthwith submit to the board all papers constituting the record upon which the action appealed from or request for variance was taken. An appeal stays all proceedings in furtherance of the action appealed from unless the enforcement official certifies to the board that, by reason of facts stated in the certificate, a stay would, in his opinion, cause imminent peril to life or property. In such case, the proceeding shall not be stayed. The board shall fix a reasonable time for the hearing of the appeal or request for variance, give public notice thereof, as well as due notice to the parties in interest, and decide same within a reasonable time. At such hearing, any party may appear in person, or by agent or attorney. (d) All hearings of the board shall be open to the public. The board shall keep minutes of its proceedings, showing the vote of each member on each question, or if absent or failing to vote, indicating such fact,. and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the office of the board and shall be a public record. (e) In exercising its authority, the board may reverse or affirm, in whole or part, or may modify the order, requirement, decision or determination appealed from and may make such order, requirement, decision or determination as ought to be made.

Sec. 2-245. Established. There is hereby established a Traffic Commission to serve without compensation, consisting of the Director of Public Works or his designee, the Chief of Police or his designee, and nine persons who shall be residents of the City of Florissant, one from each ward of the city, who . shall be appointed by the Mayor with the approval of the Council. The terms of such members shaii be four (4) years, provided, however, those residents presentiy serving on the Traffic Commission shall continue to serve with the initial terms of the members from the even numbered wards being two (2) years and the initial terms of the members from the odd numbered wards being four (4) years. Members shall serve until their successors have been duly appointed and qualified.
Section 2-246. Powers and duties. It shall be the duty of the Traffic Commission to recommend to the Mayor, City Council, the Director of Public Works and the Chief of Police ways and means for improving traffic conditions, coordination of traffic activities and the administration and enforcement of traffic regulations.

Sec. 2-216. Established. There is hereby established a youth advisory commission for the city.
Sec. 2-217. Membership; appointment, terms. The youth advisory commission shall consist of twenty-four (24) residents of the city, including eighteen (18) young persons , with at least one from each ward, who are at least fourteen (14) years of age and not to exceed twenty (20) years of age. The remaining six (6) persons shall be representatives of youth-oriented governmental and private agencies. In addition, one juvenile officer and one recreation leader shall serve as ex officio members of the commission. The commission shall be appointed by the mayor, with the approval of the council. The terms of such members shall be three (3) years, provided however, those residents presently serving on the commission shall continue to serve until their term expires. Members may be reappointed, except those appointed as young persons may not be reappointed as such in the event that they have passed the age of twenty (20); however, all members shall continue to serve on the commission until their successors have been duly appointed and qualified.
Sec. 2-218. Duties. It shall be the duty of the youth advisory commission to advise the mayor and the council on all phases of youth needs, services and programming, including youth employment, jobs and training, recreation, alternatives to drug and alcohol abuse, youth roles in crime prevention and neighborhood preservation, and youth interaction with law enforcement officials and senior residents. It shall also be the duty of the commission to review all programs conducted by the city for young persons and to make recommendations to the mayor and the council concerning any programs or changes in existing programs as it deems appropriate for the young residents of the city. The commission shall make an annual report to the mayor and the council concerning its activities.
Sec. 2-219. Officers; rules and regulations. The youth advisory commission shall elect its own chairman and vice-chairman, who shall serve one-year terms. The commission may adopt from time to time such rules and regulations as it deems necessary to carry into effect its responsibilities.
Sec. 2-220. Payment and processing of expenses. The payment and processing of expenses of the youth advisory commission shall be in accordance with the regulations of the city concerning the payment of reasonable and necessary expenses to other boards and commissions of the city.

The 2024 Veteran’s Day Parade will be held on Sunday, November 10th at 1:00 pm. The parade will begin at Bangert Park, and proceed North on New Florissant Road, and then turn left on St. Francois Street, ending at the VFW Post 4105 where there will be a festival atmosphere with food, music, and the Veteran of the Year Ceremony.

Congressionally chartered organizations are national in scope having several thousand Members nationwide. These familiar groups, American Legion, DAV, VFW, AMVETS, VVA, KWV, Marine Corp League, to name a few, has local affiliations through established posts. However, unfamiliar to many, is the service officer network at local VA Regional Offices. The organization "Veteran's Service Officer" (VSO), through a special Congressional Charter, can represent individual veterans concerning claims with the US Department of Veterans Affairs. These services are free to veterans and are not contingent of organization membership; however membership is strongly encouraged to support the various programs and services offered. Overall, membership is a consideration as the veteran's organizations testify in Congress to support programs for veterans. Another plus is the free publications and information sent to members from these organizations. Additional information the Service Officer can provide is: "HOW TO...", example, "How to get information on entitlements, for example: Education, Emergency Assistance, Transient Services, Employment, State and Federal Resources, Health Care, Social Services, Business and Legal Services.

A. Establishment and Qualifications. There is hereby established a commission to be known as the "Landmark and Historic District Commission" consisting of seven (7) members, all of whom shall be citizens of Florissant and shall be appointed by the City Council. Every reasonable effort shall be made to appoint persons within the Old Town area and designated historic districts with a demonstrated interest in history and preservation. To the extent available, it shall include professional members whose background or education demonstrates an interest in art and architecture, history or other fields related to historic preservation.
B. Terms. The terms of office shall be for three years excepting that the membership of the first commission shall serve respectively for terms of three for three years, two for two years and two for one year. Vacancies shall be filled for unexpired terms within 45 days. Any member who fails to attend at least fifty percent (50) of all meetings, regular or special, in any calendar year, shall be deemed to have resigned such membership upon an affirmative vote of the majority of the City Council.
C. Officers. Officers shall consist of a chairperson and a vice-chairperson elected by members. Officers shall serve a term of two (2) years and shall be eligible for re-election; but no member shall serve as chairperson for more than three (3) consecutive terms after the adoption of this ordinance. The chairperson shall preside over meetings. In the absence of the chairperson, the vice chairperson shall perform the duties of the chairperson. If both are absent, a temporary chair shall be elected by those present. The recording secretary shall be appointed by the Public Works Department and shall not be a voting member of the Commission and shall have the following duties: 1. Take minutes of each LHDC meeting; 2. Be responsible for publication and distribution of copies of the minutes, reports and decisions to the members of the LHDC; 3. Give notice as provided herein by law for all public hearings conducted by the LHDC; 4. Advise the Council of vacancies on the LHDC and expiring terms of members; 5. Prepare to submit to the Council a complete record of the proceedings before the LHDC on any matter requiring Council consideration or that may be requested by the Council.
D. Meetings. A quorum shall consist of four members. All decisions or actions of the LHDC shall be made by a majority vote of those members present and voting at any meeting where a quorum exists. Meetings shall be held at regularly scheduled times to be established by the LHDC at the beginning of each calendar year or at any time upon the call of the chairman, but no less than four times each year. No member of the LHDC shall vote on any matter that may materially or apparently affect the property, income, or business interest of that member. No action shall be taken by the LHDC that could in any manner deprive or restrict the owner of property in its use, modification, maintenance, disposition, or demolition until such owner shall first have had the opportunity to be heard at public meeting of the LHDC as provided herein. All meetings shall be conducted in accordance with applicable ordinances and laws of the State of Missouri.
E. Powers and Duties. The LHDC shall have the following powers and duties:
1. To adopt its own procedural regulations, provided that such regulations are consistent with the Florissant Code of Ordinances and the Revised Statutes of the State of Missouri, copies of which shall be on file in the Office of the Department of Public Works and in the Office of the City Clerk and accessible to the public;
2. To conduct surveys for the identification of historically, archaeological and architecturally significant properties, structures, sites and areas that exemplify the cultural, social, economic, political or architectural history of the nation, state or city; and to maintain the research information in an inventory accessible to the public;
3. To investigate, and recommend to the City Council the adoption of ordinances designating properties, areas or structures having special cultural, historic, archaeological, community or architectural value as Landmarks and Historic Districts;
4. To establish and maintain a Florissant Landmarks Register of all properties and structures which have been designated as Landmarks and Historic Districts, including all information required for each designation;
5. To confer recognition upon the owners of designated Landmarks property, structures or Historic District Contributing Resources by means of certificates, plaques, or markers; and to make recommendations for the design and implementation of specific markings of the streets and routes leading from one Landmark or Historic District to another;
6. To advise and assist owners of Landmarks, owners of Historic District Contributing Resources and property, structures within Historic Districts on physical and financial aspects of preservation, renovation, rehabilitation, and reuse, and on procedures for inclusion on the National Register of Historic Places;
7. To nominate Landmarks and Historic Districts to the Florissant Historic Register and to the National Register of Historic Places and to review and comment on any nominations to the National Register of Historic Places;
8. To inform and educate the citizens concerning the historic, archaeological and architectural heritage of the City through publication or sponsorship of maps, newsletters, brochures, pamphlets, programs and seminars by the City, or other appropriate parties;
9. To make recommendations to the Planning and Zoning Commission concerning any application for the sub-division of any property, any permit for erection of any new building or structure, or alteration of or addition to any building structure or site affecting designated Landmarks or Historic District Contributing Resources;
10. To review applications for construction, alteration, offsite relocation or demolition and issue Certificates of Appropriateness for such actions. Applicants may be required to submit plans, drawings, elevations, specifications, and other information;
11. To request the Director of Public Works to issue stop work orders for any construction, alteration, offsite relocation or demolition undertaken without a Certificate of Appropriateness or to stop work that violates the conditions of a certificate;
12. To consider applications for Certificates of Economic Hardship that would allow the performance of work for which a Certificate of Appropriateness has been denied;
13. To develop and maintain specific design guidelines based on historic preservation resources, including but not limited to, the Old Town Development Plan and Guidelines and development plan guidelines for each Historic District, and the Secretary of the Interior's Standards for Treatment of Historic Properties, for the alteration, construction, or offsite relocation of designated Landmarks, Historic Districts and Historic District Contributing Resources. Said guidelines may be amended, modified or revised based upon recommendations from the Planning and Zoning Commission, following a report of any such change by the LHDC. Following reasonable notice, a public hearing shall then be held before the City Council on said proposed amendment, modification or revisions and the City Council shall determine whether to amend, modify or revise the guidelines pursuant to an ordinance, and the guidelines, including color charts, and Review Standards shall be available to the public in the Office of the Public Works and in the Office of the City Clerk. Copies or pertinent sections of the guidelines and Review Standards shall be printed for distribution to residents and businesses whenever an application for permit is received and to developers, contractors, purchasers as soon as the City has knowledge of the proposed development or construction;
14. To make recommendations on any matter referred to it by the City Council or the Planning and Zoning Commission;
15. To review proposed zoning amendments, applications for special use permits, or applications for zoning variances that affect proposed or designated Landmarks or Historic District Contributing Resources;
16. To grant variances for signs as authorized in Chapter 5 of the Florissant Code of Ordinances;
17. To grant approval of fences at designated Landmarks as authorized by Section 3-6 of the Zoning Code;
18. When requested by the Mayor or City Council assist in the administration on behalf of the City of Florissant any property of historical significance or full or partial interest in real property, including easements, that the City of Florissant may have or accept as a gift or otherwise;
19. When requested by the Mayor or City Council accept and administer on behalf of the City of Florissant such gifts, grants, and money as may be appropriate for the purposes of this ordinance. Such money may be expended for publishing maps and brochures or for hiring staff persons or consultants or performing other functions for the purpose of carrying out the duties and powers of the Commissions and the purposes of this ordinance;
20. To call upon available city staff members for technical advice;
21. To retain such specialists or consultants within budgetary limits and with the approval of the Mayor or to appoint such citizen advisory committees as may be required from time to time;
22. To speak before all boards and commissions, including the Planning and Zoning Commission and the Florissant City Council, on any matter affecting historically, archaeologically, culturally and architecturally significant property, structures, sites and areas;
23. To make recommendations to the City Council concerning budgetary appropriations to further the general purposes of this ordinance;
24. To make recommendations to the Planning and Zoning Commission and to the City Council on preservation components of the Master Plan of the City of Florissant;
25. To periodically review the Florissant Zoning Ordinance and to recommend to the Planning and Zoning Commission and to the City Council any amendments appropriate for the protection and continued use of Landmarks, or property, sites and structures within Historic Districts; and
26. To undertake any other action or activity necessary or appropriate to the implementation of its powers and duties or implementation of the purpose of this ordinance.
F. Grants. The Commissions may, with the consent of the City Council, apply for, receive, or expend any federal, state or private grant, grant in aid, gift or bequest, in furtherance of the general purposes of this ordinance. e (5) citizens

Sec. 11.1. City planning and zoning commission. The city planning and zoning commission shall consist of seven (7) members appointed by a majority of the council who shall be registered voters, one (1) of whom shall be a graduate architect or a graduate civil engineer and one (1) of whom shall be a graduate engineer from an accredited university and who shall hold no other office or employment in the city government. The members of the commission shall be appointed for terms of four (4) years except that all present members shall serve until their appointments expire. Members of the planning and zoning commission may be removed upon the affirmative vote of seven (7) members of the council, for cause, upon notice and written charges and after opportunity for public hearing is given, no less than ten (10) days after notice to the person so charged. At such hearing the person so charged may be represented by counsel and may present evidence in his behalf. The director of public works and his staff shall advise and assist the commission as requested and the commission shall be furnished with such other technical advisers, personnel and consultants as may be authorized by the council. The commission shall, on or before September 1, 1964, prepare and adopt a master plan for the physical development of the city. The plan may include, among other things, the general location, character and extent of streets, bridges, parks, and other public grounds, the general location of public buildings and other public facilities, and such other measures as are designed to accomplish the orderly and coordinated development of the city in accordance with its present and future needs. After the adoption of a plan, and [an] attested copy shall be certified to the council. Amendments to the plan may be made by the commission upon an affirmative vote of at least four (4) members thereof. Copies of all amendments shall be filed with the council.
Sec. 11.2. Master plan. From and after the adoption of the master plan and its certification to the council, no public improvement or project of a type embraced within the master plan shall be authorized by the council until the written report of the commission thereon has been received. Failure of the commission to file a report with the council within thirty (30) days after the submission of the proposal to it shall permit the council to take such action as it deems appropriate on the proposal. The report of the commission shall not be binding on the council.
Sec. 11.3. Zoning. Within one (1) year after the adoption of the master plan, the council shall, by ordinance, adopt comprehensive regulations for the zoning of the city. The commission shall act as the zoning commission with all of the powers granted to it by law. It shall have authority to recommend to the council changes in or a general revision of the comprehensive zoning ordinance. The council shall act on no application or proposal for amendment of the zoning ordinance until the written report of the commission thereon has been received. The affirmative vote of seven (7) members of the council shall be required to adopt any amendment contrary to the recommendations of the commission. No zoning ordinance or amendment thereof shall be adopted until a public hearing thereon has been held by the council in accordance with the requirements of law.
See. 11.4. Subdivisions. Changes or amendments to the subdivision regulations of the city shall not be adopted until after study and report thereon to the council by the commission. All plats of proposed subdivisions or resubdivisions presented to the council for approval shall be submitted to the commission, which shall make recommendations thereon to the council. No subdivision plat shall be approved until adequate security is given to guarantee that the construction of streets, sewers, water mains, sidewalks, streetlights and such other improvements as may be specified by ordinance will be installed in accordance with ordinance requirements.
Sec. 11.5. Board of adjustment. There shall be a board of adjustment, appointed by the council as required by law. The board shall have such powers and duties as are provided by law and ordinance.

CAPRA Accreditation
- Establishment: The Board shall consist of seven (7) members appointed by the city council upon recommendation of the Mayor, Members shall serve without compensation. The City shall actively notify citizens to apply for appointment to the Board, and City Council members and citizens are encouraged to make recommendations to the Mayor about persons who should be considered for appointment to the Board based upon their independent, impartial, balanced views. At least five (5) of the Board members must be registered voters and either a resident of Florissant, or an owner of a business in Florissant, or a leader of a church or religious congregation in Florissant. Board members may not be employed by the city; have served in a law enforcement capacity in the past five (5) years; be a party to any pending litigation against the city, excluding traffic offenses; be a current elected public office holder; or have served as an elected public office holder in the past five (5) years; or be a candidate for elected public office; and the spouses of the foregoing persons. Board members should reflect the cultural and racial diversity of Florissant and demonstrate knowledge of issues pertaining to civil rights and the criminal justice system and police practices. Board members cannot have a serious criminal record. The Police Chief shall obtain a criminal history of all applicants for membership on the Board and advise the city council of any arrests and any convictions for violations of federal, state or local law. No Board member may serve more than two (2) consecutive terms.
- Meetings: The Board should meet at least monthly, and should meet as frequently as possible to perform its duties. When requested by the Board the Police Chief or the chief's designee shall attend Board meetings to serve as an informational resource for the Board. The Board shall provide an opportunity for public comment at each monthly meeting. The Board shall meet semi- annually with the chief of police to discuss issues of concern and to recommend ways that the police can improve their relationship with citizens. The Board may also make recommendations regarding policies, rules, hiring, training and the complaint process. Four (4) members shall constitute a quorum for conducting business.
- Training: New Board members shall participate in orientation and training that includes review of the police professional standard unit’s operating policies and procedures and a ride-along with police officers. Training shall also include topics suggested by NACOLE in its recommended orientation and training for Board members. After an appointment to the Board but before serving on the Board, Board members shall participate in a ride-along with police officers for at least twenty-four (24) hours, with at least eight (8) hours ride-along occurring at night. Thereafter, Board members shall participate in a ride-along with police officers for at least sixteen (16) hours per year for at least four (4) hours ride-along occurring at night.
