Sec. 2-216. Established. There is hereby established a youth advisory commission for the city.

Sec. 2-217. Membership; appointment, terms. The youth advisory commission shall consist of twenty-four (24) residents of the city, including eighteen (18) young persons , with at least one from each ward, who are at least fourteen (14) years of age and not to exceed twenty (20) years of age. The remaining six (6) persons shall be representatives of youth-oriented governmental and private agencies. In addition, one juvenile officer and one recreation leader shall serve as ex officio members of the commission. The commission shall be appointed by the mayor, with the approval of the council. The terms of such members shall be three (3) years, provided however, those residents presently serving on the commission shall continue to serve until their term expires. Members may be reappointed, except those appointed as young persons may not be reappointed as such in the event that they have passed the age of twenty (20); however, all members shall continue to serve on the commission until their successors have been duly appointed and qualified.

Sec. 2-218. Duties. It shall be the duty of the youth advisory commission to advise the mayor and the council on all phases of youth needs, services and programming, including youth employment, jobs and training, recreation, alternatives to drug and alcohol abuse, youth roles in crime prevention and neighborhood preservation, and youth interaction with law enforcement officials and senior residents. It shall also be the duty of the commission to review all programs conducted by the city for young persons and to make recommendations to the mayor and the council concerning any programs or changes in existing programs as it deems appropriate for the young residents of the city. The commission shall make an annual report to the mayor and the council concerning its activities.

Sec. 2-219. Officers; rules and regulations. The youth advisory commission shall elect its own chairman and vice-chairman, who shall serve one-year terms. The commission may adopt from time to time such rules and regulations as it deems necessary to carry into effect its responsibilities.

Sec. 2-220
. Payment and processing of expenses. The payment and processing of expenses of the youth advisory commission shall be in accordance with the regulations of the city concerning the payment of reasonable and necessary expenses to other boards and commissions of the city.
