Public Works

Q: How do I obtain an occupancy permit?

A: Occupancy permits are issued after a housing inspection has been conducted and approved. A form in the Public Works office must be completed showing names, birth dates and relationships of the persons that will be occupying the property. There is a $40.00 fee. The occupancy permit is issued on the spot.

Q: How do I add someone to my occupancy permit?

A: The cost of an occupancy update is $30.00. The number of occupants who may reside in a residence is predicated on the size and number of bedrooms. The addition of an additional person(s) is also predicated on the relationship of the new person to the existing occupant(s). Contact Public Works for approval of request.

Q: How can I get a copy of my occupancy permit?

A: You can obtain a copy of your occupancy permit at no charge by coming to Public Works, located in the lower level of City Hall, and asking for a copy. ID is required to get a copy of your permit.

Q: Is a permit required to replace my driveway?

A: An excavation permit is required if you are replacing the approach area near the street. The cost is $50.00 for the permit. Contractors performing the excavation must give proof to the City that they have adequate general liability insurance with the "City of Florissant" listed as an "additional insured" and must provide a $2,000 bond. If the homeowner is performing the replacement, there are not bond or insurance requirements.

Q: How do I get an extension for my Minimum Housing Inspection/Exterior Inspection?

A: All requests for an extension would need to be in writing and sent to the Public Works Department, the request can be mailed in (955 Rue St. Francois, Florissant, MO 63031) or faxed to the Public Works Department (314-839-7646). You would need to include the address of the property, the reason for the extension and the length of time you are requesting. You will then receive a letter from the City of Florissant letting you know if you have received the extension and for how long.

Q: How do I apply for a housing inspection prior to selling my home?

A: The owner or the owner's agent must complete a form in the Public Works office giving the City Inspector the right to conduct an inspection. Someone over the age of 18 must meet the Inspector at the property and accompany him/her during the inspection. There is a $40.00 fee to be paid by check to "City of Florissant," cash or debit card. The Housing Clerk will set up an inspection time when this is completed.

Q: What is the cost of a Minimum Housing Inspection?

A: The cost for a Minimum Housing Inspection is $40. The length of an inspection would be 1 hour unless it has been over 10 years since the inspection and then it would be 1-1/2 hours.

Q: My permit is about to expire, can I get an extension?

A: An extension for a permit has to have the approval of the Deputy Building Commissioner and once approval has been granted there would be a $20 charge.

Q: How do I get City tags for my pets?

A: You may receive pet tags at the Health Department in St. Ferdinand Park. There is no charge for the tags, but dogs and cats must have proof of inoculation against rabies by a veterinarian before the license will be issued. The City tag/license is good for 3 years.

Q: My sewer is backing up in my basement. What do I need to do to fix this problem?

A: The City of Florissant has a "Sewer Lateral Insurance Program"(SLIP) for which homeowners pay $50.00 on their real estate taxes. The homeowner is responsible for having a plumber try to open the lateral line and if this is successful, the homeowner does not qualify for the program. If, however, the line cannot be opened, the plumber must run a video camera through the line to pinpoint the problem area. These 2 items are at the homeowner's expense. If the line cannot be opened, the homeowner must then fill out an application in the Public Works office and bring the written report prepared by the plumber along with the video. The City also requires a copy of the prior year's tax statement showing that the SLIP tax had been paid. The video will be viewed by the City Engineer and he will then approve/disapprove the repair work. If you qualify for the program, the repairs are made at no additional cost to the homeowner.

Q: Who is the new trash service and do we have to use them?

A: A 3 year contract has been signed with Meridian for trash service. The new service will be starting Monday, March 30, 2009 and a letter from Meridian will be sent to all residents of Florissant. ALL residents will be required to have trash service through Meridian, you will be billed regardless of signing up for the trash service or not. Our ordinance reads that "Every household must have trash service."

If you are a Senior a discount of 50% will be given as long as YOU SEND A COPY OF YOUR DRIVERS LICENSE, MO ID CARD OR OTHER PROOF OF AGE AND ADDRESS, you would also have to be listed on the occupancy permit from Florissant.

You should have received a letter from Meridian detailing their services and notifying you of the pick up day for your area. If you have not received this letter, or have questions regarding the services, Meridian has set up a special number for you to call (314) 595-3602. This special phone number will be available starting March 25 through April 9, 2009. After that you time you can contact Meridian at (314) 291-3131 during normal business hours.

The 3 year contract will offer services for $13.60 per for the first year (billed quarterly) with modest increases in year 2 and 3 of the contract.
