CITY OF FLORISSANT SIDEWALK REPLACEMENT PROGRAM
The Residential Sidewalk Replacement Program covers all residential public sidewalks in the City of Florissant. Sidewalks that have a 1 inch differential between adjacent slabs qualify for the program. There is no charge to the homeowner to utilize this program, however, the City of Florissant will only repair the sidewalk slabs necessary to correct the trip hazard.
WHAT TO DO IF YOU HAVE A TRIP HAZARD
If a resident has a trip hazard of 1 inch or more they can notify the Engineering Office at 314-839-7618 and their address will be placed on a list of areas to be inspected. In the spring of each year, the Engineering Department will inspect each address on the list, verify, spray paint and measure the sidewalk slabs with a trip hazard of 1 inch or more.
Requests for sidewalk repairs are taken all year long. The cutoff date to be included in the current year’s program is April 30th. The Sidewalk Program goes out for bid each year and is awarded to the lowest and most satisfactory bidder. In late summer to early fall, the contractor will begin work to repair the sidewalk slabs throughout the City that have been spray painted and measured for repair. The slabs in violation are removed and the area to be replaced is formed in which new concrete is placed followed by site restoration.
EXCAVATION PERMITS
An Excavation Permit is required for all excavation work performed in the City right-of-way. Applications are available in the Public Works Department. Application should take place at least 48 hours prior to beginning excavation work. Work must not begin until a permit has been applied for and approved. The cost is $25.00 and the permit is valid for 30 days from the date of issue. Be prepared to provide dimensions of the excavation area at the time of application as well as the distance from the end of the driveway approach to the neighbor’s property line. Concrete can be placed up to the property line but cannot go over the line.
INSURANCE AND BOND REQUIREMENTS
If a contractor is performing the excavation, a Certificate of Liability Insurance and a $2,000 license and permit bond or cash bond must be on file with the City of Florissant Engineering Office before a permit can be issued and excavation in the City right-of-way can begin. If the work is being performed by the homeowner the insurance and bond are not required. Once an Excavation Permit has been issued, a sub-grade inspection must be performed before concrete is placed.
CONCRETE REQUIREMENTS
Sidewalks must be a minimum of 4” thick PCC Concrete 6 1/2-sack (4,000 psi) mix using Meramec sand and gravel, on a compacted sub grade. Driveway approaches on public right-of-way, including public sidewalk through driveway, must
be 6 inches thick PCC Concrete, 6 1/2-sack (4,000 psi) mix, using Meramec sand and gravel on a compacted sub-grade. Mesh may be added but is not required. Expansion joints must be provided at all places where new concrete will adjoin old concrete.
ASPHALT REQUIREMENTS
If an asphalt driveway is desired, the approach must be 9” thick (3” surface course, 6” base course).
SUBGRADE INSPECTIONS
A sub-grade inspection is required for all areas in the City right-of-way. The Engineering Office requires a 48 hour notice for sub-grade inspections. Concrete may not be placed in the City right-of-way until the sub-grade inspection has been approved. The Inspector will leave a door hanger indicating approval or non-approval if there is no one present at the inspection. The sub-grade area must be completely dry and free of water before the sub-grade will be approved. A final inspection will automatically be performed 30 days from the issue date of the permit.
