OPEN EXECUTIVE SESSION
July 26, 2010
The City Council of the City of Florissant met in open Executive Session on Monday, July 26, 2010 at 7:45 pm. in the Council Conference room at 955 rue St. Francois, with President English presiding. On Roll Call the following Council members were present: Schmidt, English, Schildroth, Lee, Grib, Schneider, Hernandez, McKay and Podleski. Also present were Mayor Robert Lowery Sr., City Clerk Karen Goodwin, and Acting City Attorney Beverly Marcin.
Council President English stated that the only item on the agenda was the discussion of Charter Communication fees for use of the fiber.
Kim Emerson, Information Technology Manager, explained the reason for the charges being proposed from Charter Communication. The Franchise agreement is no longer in effect so they are trying to recoup the money they are not making through the franchise agreements by charging for the fiber that the city has been using for 10 or more years for free. She stated that they have given us until the budget year to begin paying. The cost is approximately $35,000 a year.
Councilwoman McKay stated that we do not have much in the way of choice in this matter. Councilman Podleski asked if service comes with this fee, Mrs. Emerson stated that is does come with service for the fiber but not on the equipment because the city owns the equipment.
Councilman Lee asked about other options. Mrs. Emerson stated that she has checked out other options and they are very expensive.
Councilmen Lee and Podleski expressed interest in send out an RFP for the installation of new fiber to see if there was a feasible long term solution.
Councilman Schneider asked about purchasing the system from Charter, Mrs. Emerson stated that she does not believe that they would consider that option since they will not even rent the fiber without the service contract added.
There being no further business to discuss Councilwoman McKay motioned to adjourn, seconded by Podleski, motion carried and the meeting adjourned at 8:00pm.
