OPEN EXECUTIVE SESSION
July 12, 2010
The City Council of the City of Florissant met in open Executive Session on Monday, July 12, 2010 at 7:45 pm. in the Council Conference room at 955 rue St. Francois, with President English presiding. On Roll Call the following Council members were present: Schmidt, English, Schildroth, Lee, Grib, Schneider, Hernandez, McKay and Podleski. Also present were Mayor Robert Lowery Sr., City Clerk Karen Goodwin, and City Attorney John Hessel.
Council President English moved to amend the agenda to add a closed session to discuss personnel issues after the regular meeting, seconded by Lee, motion carried.
Council President English stated that the item on the agenda up for discussion was a proposed new cell tower in Bangert Park. Jeff Wagner of Lathrup and Gage was present to discuss the cell tower proposed lease in Bangert Park. He stated that the flag pole tower would be 90-120 feet in height located approximately 40 feet behind the sprint tower that is the existing tower. Councilman Grib asked Mr. Wagner to be more specific about the location of the tower. He asked Pat Scaglione to describe where the pole would be. She stated that it would be 40 feet behind along the creek. Councilman Grib stated that he would like to see an overlay to be able to visualize the location.Councilman Schildroth stated that he concurred with Mr. Grib about seeing an overlay and would like to have it as close to the other pole as necessary. He asked that the flags be kept in good shape because they tend to get tattered. Councilman Podleski clarified that Mr. Wagner stated that the pole was expandable to 120 ft. If this was the case would the pole need to be placed back further. Mr. Wagner stated that it would not have to be further back. Councilman Schneider asked if they have other locations that have multiple poles. Mr. Wagner stated that he could get a list of others. Councilman Schneider asked how far they have to be away to not interfere. Mr. Wagner stated that he is not aware of any interference from towers located in close proximity.Councilwoman McKay stated that she is concerned about the location of a pole that is too close to the street or residential property. She asked about screening and asked that the screening be maintained properly. Councilman Podleski asked if they had discussed other locations with other businesses. Mr. Wagner stated that they had, however this was the most desirable location.
Councilman Lee moved to continue the executive session until after the regular meeting seconded by Grib, motion carried at 7:55 pm. Councilman Lee moved to call for a closed meeting at 8:40 pm to discuss personnel matters pursuant to Section 610.021 of the Revised Statutes of Missouri, seconded by Grib. On Roll Call the Council voted: Schildroth yes, English yes, McKay yes, Grib yes, Schneider yes, Hernandez yes, Podleski yes, Schmidt yes, Lee yes. The Council proceeded into closed session at 8:40 p.m., and discussed personnel matters.
Councilwoman McKay moved to open the closed executive session, seconded by Lee, on roll call the Council voted: Schildroth yes, English yes, McKay yes, Grib yes, Schneider yes, Hernandez yes, Podleski yes, Schmidt yes, Lee yes. The City Council opened the meeting at 9:00 p.m.
The Council returned to open session.
Councilman Lee moved to adjourn the regular meeting at 9 pm, seconded by Grib, motion carried.
