OPEN EXECUTIVE SESSION
May 24, 2010
The City Council of the City of Florissant met in open Executive Session on Monday, May 24, 2010 at 7:30 pm. in Council Chambers at 955 rue St. Francois, with President English presiding. On Roll Call the following Council members were present: Podleski, McKay, Schmidt, Hernandez, Lee, Grib, English and Schildroth. Councilman Schneider was out of town. Also present were Mayor Robert Lowery Sr., Deputy City Clerk Anita Moore, Public Works Administrative Assistant Pat Scaglione, and City Attorney John Hessel.
Council President English moved to amend to add to the agenda “Charter Review Subcommittee,” seconded by McKay. Motion carried.
Council President English stated that the first item on the agenda was discussion of the annexation bill for Area 13. Pat Scaglione presented the reasons why the City would like to attempt to annex this area again. The driving range had been eliminated from the current proposal. She reminded the Council that originally the residents had presented a petition signed by 97 households in the area who requested to be annexed into the City. Councilman Podleski stated that he had attended the Area 13 annexation meeting and no residents spoke either for or against the annexation. He added that the petition was not presented at the Public Hearing and did not meet the Boundary Commission’s deadline. Ms. Scaglione stated that as of July 1, 2010 no more applications for proposals for annexations would be permitted by the Boundary Commission, at least for the next two years. Councilwoman McKay expressed her concern regarding the cost of this annexation to the City.
Council President English stated that the next item on the agenda was the Little Creek Wildlife Area annexation proposal. Mayor Lowery stated that he had been talking with the school district, the owners of this property, and if all parties agree, it will be a “consent” annexation. John Hessel reminded the Council that since there was a group of residents in this area as well, residents must vote to approve the annexation. It would not be a “simplified” annexation. Councilman Hernandez stated that Little Creek would continue to function as a wild life center for students, as it has for the last 30 years.
Council President English stated that the next item on the agenda was the Charter Review Subcommittee. Councilwoman McKay gave a brief history of the times when the City’s Charter had been reviewed. She also gave her reasons for supporting her position for current charter review. She suggested that the Council set up a subcommittee, made up of those who support it and those who are opposed to it, to review all 42 pages of the Charter. Councilmen Schmidt and Schildroth recommended that the entire Council serve on the subcommittee. Councilman English suggested discussing this again at the next meeting so that Councilman Schneider could be included.
There being no further items to discuss, the meeting adjourned at 7:55 pm.
