OPEN EXECUTIVE SESSION
February 13, 2012
The City Council of the City of Florissant met in open Executive Session on Monday, February 13, 2012 at 6:30 pm. in the Council Conference Room at 955 rue St. Francois, with President English presiding. On Roll Call the following Council members were present: English, Schildroth, Lee, McKay, Stinnett, Eagan, Grib, Hernandez and Schmidt. Also present were Mayor Thomas Schneider, City Clerk Karen Goodwin, and City Attorney John Hessel.
Councilman Eagan moved to call for a closed meeting at 6:30 pm to confer with the City Attorney regarding and real estate pursuant to Section 610.021 of the Revised Statutes of Missouri, seconded by McKay. On roll the Council voted: Schildroth yes, McKay yes, Stinnett yes, Eagan, Grib yes, Hernandez yes, English yes, Lee yes, Schmidt yes. Motion carried.
Council conferred with the City Attorney regarding real estate matters in reference to a proposed Community Improvement District petition.
Councilman Stinnett moved to open the closed executive session, seconded by Hernandez, on roll call the Council voted: Schildroth yes, English yes, McKay yes, Grib yes, Stinnett yes, Schmidt yes, Eagan yes, Lee yes, and Hernandez yes. The City Council opened the meeting at 6:45 p.m. and proceeded into the Council Chambers for the open portion of the Executive Session agenda.
Council President English stated that the next item on the agenda was the discussion of a Resolution the Council has been asked to pass regarding the West Lake Land fill. He stated that Kay Drey had sent a proposed resolution for the Council to review and there were some items in the resolution that warranted discussion.
Tim Barrett, the City Engineer, gave a brief background and stated that he has studied the reports and came to some conclusions based on the information that was available. He explained some of his concerns regarding the clean up of the radioactive waste. He said he would like to do some more research and stated that there should be no problem with postponing the introduction of the resolution until the 2nd meeting in March.
Council President English presented a letter from Congressman Russ Carnahan’s office and introduced Lou Abouse who was present in the audience from Congressman Clay’s office.
Councilman Grib presented a 2 page executive summary and asked the Council to take a look at it before the resolution is presented. He explained what some of the options may be for this site. He stated that he would be voting no on the resolution as presented.
Council President English moved to postpone the discussion of West Lake Landfill and the resolution until the work session scheduled for Wednesday, February 22, 2012 at 6:30 pm. Seconded by Eagan, motion carried.
There being no further business to discuss Councilman Hernandez motioned to adjourn, seconded by Grib, motion carried and the meeting adjourned at 7:00 pm.
