OPEN EXECUTIVE SESSION
January 23, 2012
The City Council of the City of Florissant met in open Executive Session on Monday, January 23, 2012 at 6:30 pm. in the Council Chambers at 955 rue St. Francois, with President English presiding. On Roll Call the following Council members were present: English, Schildroth, Lee, McKay, Stinnett, Eagan, Grib, Hernandez and Schmidt. Also present were Mayor Thomas Schneider and the City Clerk Karen Goodwin
Council President English stated that the first item on the agenda was the discussion of the Planning and Zoning appointment. He stated that the Council had interviewed four applicants. The decision was very difficult because all of the applicants would be an asset to the Planning and Zoning Commission if appointed.
Councilman Grib stated that he would like to nominate Steve Olds for the appointment to the Planning and Zoning Commission.
Councilwoman McKay stated that she would support Councilman Grib’s nomination.
Council President English stated that he would also support Councilman Grib’s nomination.
On a straw vote the Council agreed.
Councilman Grib stated that he would nominate Mr. Olds in the regular meeting.
Council President English stated that he next item on the agenda was the discussion of Non-domesticated animals.
Councilman Grib stated that he feels guidelines need to be established for the City Council to consider when one of these animal permits is applied for. He stated that he would like to suggest upgrading the application form and add some additional requirements of the applicants. He stated that he would like to see the dimensions of the property and where the animal would be housed. (ie.. how far from the neighbors house) He would also like to see a veterinarian report on the health implications of the animal (ie… are there any human health hazards or are there any known health hazards for the animal). He would also like to see something signed by the neighbors saying they are ok with this animal or animals.
Councilwoman McKay stated that she did not think any type of moratorium should be established, however, does agree that the forms and requirements could be upgraded.
Councilman Eagan asked if there was a current criterion the Health Department used to make a recommendation. He also feels the neighbors should be notified.
Councilman Schildroth stated that he agrees the form should be updated to require more information.
Mr. Hessel agreed that this section of the code has been looked at and it may be a better idea to require more information on the application form then opening up the discussion of changing the code.
There being no further business to discuss Councilman McKay motioned to adjourn, seconded by Grib, motion carried and the meeting adjourned at 6:54 pm.
