WORK SESSION MEETING MINUTES
February 22, 2012
The City Council met on Wednesday, February 22, 2012 at 6:30 pm for a work session in the Council Chambers at 955 rue St. Francois, Florissant, Missouri. Council members in attendance included: Lee, English, Stinnett, Hernandez, Grib, Eagan, McKay, Schildroth, Schmidt Absent. Also in attendance was City Clerk Karen Goodwin. Council President Keith English stated that a quorum was present and the meetingwas brought to order at 6:30 pm.
Council President English moved to call for a closed meeting in the Council Conference room at 6:30 pm to confer with the City Attorney regarding real estate pursuant to Section 610.021 of the Revised Statutes of Missouri, seconded by Grib. On roll the Council voted: Schildroth yes, McKay yes, Stinnett yes, Eagan, Grib yes, Hernandez yes, English yes, Lee yes, Schmidt absent. Motion carried.
The City Council conferred with the City Attorney regarding a potential donation of property for park land.
Councilman Schildroth moved to open the closed executive session, seconded by McKay, on roll call the Council voted: Schildroth yes, English yes, McKay yes, Grib yes, Stinnett yes, Schmidt yes, Eagan yes, Lee yes, and Hernandez yes. The City Council opened the meeting at 6:40 p.m. and moved to the Council Chambers for the open portion of the work session.
Council President English stated that this discussion regarding the West Lake Landfill was continued from the previous Council executive session. Kay Drey has asked the City Council to pass a resolution regarding the landfill and the responsibility for clean up. He stated that the Council has a few issues with the way the resolution is worded and wanted to gain more knowledge of the situation.
The Council discussed their views regarding the clean up of the West Lake Landfill site. Councilman Grib expressed concerns that moving the waste could be more dangerous than dealing with it in place. Kay Drey stated that she has studied this issue for over 30 years and argued that moving it was the only way to make sure the toxic materials did not end up in the water table. She also feels that the responsibility for removing it should be given to the Corp of Engineers instead of the EPA.
City Engineer Tim Barrett expressed his concerns regarding the report that was done by the EPA. He feels that there are some significant pieces of information and research missing and would have a hard time making a recommendation based on the information that is currently available.
There was extensive discussion as to the merits of moving and disposing of the waste by the Corp of Engineers and capping it off and leaving it undisturbed.
Councilman Lee stated that he asked for the discussion of “occupancy enforcement” to be on this agenda because his is having increasingly more problems with people “staying” with other residents but not claiming they actually live there. He asked the staff if the Council needs to pass more stringent laws to help them enforce this issue. Mayor Schneider stated that he would look into it and get the police department on board to help investigate some of these issues. Councilman Lee asked the City Clerk to see what other cities may be doing to resolve these issues.
Councilman Eagan stated that he asked for the liquor regulations to be on the agenda but he is not ready to discuss this issue as of yet.
There being no further business to discuss Councilman Lee moved to adjourn the meeting at 8:15 pm, seconded by Grib, motion carried.
